Mango requires an average temperature of 10°C-28°C and average annual rainfall of 75 cm- 250 cm. Rain, fog or cloudy weather at the time of flowering affect the yield and encourage the inci­dence of pests and diseases. It is grown on a number of soils, although clayey loams are the best suited. Both desi and grafted varieties are popular.
The desi variety raised from seeds takes longer time (5-7 years) to bear fruits. In grafted variety the plant starts bearing fruits in three to four years. Here fruits are of comparatively better quality. Seeds are sown in June-July and when the plant is of one-year old attaining the height of 45 cm it is grafted with full grown tree and transplanted in the orchard.
The tree continues to bear fruits for 30-40 years after which the yield starts declining. The flowering starts in January and the fruits ripen in June-July.
Uttar Pradesh is the leading producer of mango in the country contributing about 33.2 per cent of the total area of mango in the country. Other important producers include Bihar (13.3%), Andhra Pradesh (13.4%), West Bengal, Orissa, Kerala, Tamil Nadu, Gujarat, Maharashtra, Goa, Madhya Pradesh, Kamataka, Tripura, Punjab, Assam, Himachal Pradesh and Rajasthan.
About 1000 varieties of mango are found in the country of which only 30 are of com­mercial importance. Some important varieties in­clude dasahari, langra, safeda, safeda-Lucknow, Malihabadi, Mumbai green, Mumbai yellow, fazli, chausa, gopalbhog, rataul, sirauli, malda, hushnara, baramasia and sinduria etc in Uttar Pradesh, Punjab and Haryana; hemsagar, maldah, fazli, Calcutta and Murshidabadi in West Bengal; alphonso, aman dasahari, gulab-khas, langra, Krishnabhogandaman abbasi in Bihar; alphonso, pairi, rajapuri and kesar in Maharashtra; suvarnarekha, nagulapalli, kottapalli, jahangir, kabari, desavathi in Andhra Pradesh; alphonso, mundappa, neelum, alourbeganpali, dhuful and khudabad in Tamil Nadu, and Kamataka; and alphonso, mankurad and Fernandes in Goa.
Major part of the produce is consumed locally for eating purposes and for making squashes, pick­les, chutneys and murabba etc. Some mangoes are exported to the U.K. and Gulf countries. Mango products are exported to Canada, the U.S.A. and European countries. In 1972-73 Indiaexported 1,873 tonnes of fresh mangoes (value: Rs. 8 lakhs) and 15,000 tonnes of mango-products.
Cachar, Nagaon, Sibsagar and Lakhimpur districts); Madhya Pradesh (East Nimar district), Orissa (Puri, Cuttack and Balasore districts), Bihar (Vaishali, Champaran, Saran, Muzaffarpur, Darbhanga, Bhagalpur districts), Meghalaya,
(Table 1 l.XXIV). The production duriag the same period has recorded still higher increase of 10.5 per cent per annum (124.25 lakh tonnes in 1998-99). Tamil Nadu, Maharashtra, Gujarat and Andhra Pradesh together account for about 50 per cent of the total area and over two-third of the total production of banana in the country.
Tamil Nadu with 16.67 per cent of the total area and 26.23 per cent of the total production of banana in the country comes on the second place. Here Thanjavur,Madurai,Coimbatore, Salem, Kanniyakumari and Tiruchchirappalli dis­tricts are the main producers.
Maharashtra (area 18.92%, production 28.5%) occupies first place in banana production (Table 11 .XXV). Jalgaon district alone supplies 80% of the state's output. Other important producers include Akola, Amravati and Buldhana districts. Gujarat (area 4.05 per cent; output 9.76 per cent) is the third largest producer of banana in the country whose bulk of the supply is derived from Surat, Vadodara and Kheda districts. Andhra Pradesh provides 10.13 per cent of the total area and 8.58 per cent of the total production of banana in the country. Here bulk of the supply comes from Krishna, Vishakhapatnam, East and West Godavari districts.

Monopoly + Discretion - Accountability = Corruption
The following should be classified as offences under the Prevention of Corruption Act:
» Gross perversion of the Constitution and democratic institutions amounting to willful violation of oath of office
» Abuse of authority unduly favoring or harming someone
» Obstruction of justice
Squandering public money
» Prior sanction should not be necessary for prosecuting a public servant who has been trapped red- handed or in cases of possessing assets disproportionate to the known sources of income.
» The Prevention of Corruption Act should be amended to ensure that sanctioning authorities are not summoned and instead the documents can be obtained and produced before the courts by the appropriate authority.
» The Presiding Officer of a House of Legislature should be designated as the sanctioning authority for MPs and MLAs respectively.
» The requirement of prior sanction for prosecution now applicable to serving public servants should also apply to retired public servants for acts performed while in service.
» In all cases where the Government of India is empowered to grant sanction for prosecution, this power should be delegated to an Empowered Committee comprising the Central Vigilance Commissioner and the Departmental Secretary to Government.
In case of a difference of opinion between the two, the matter could be resolved by placing it before the full Central Vigilance Commission. In case, sanction is required against a Secretary to Government, then the Empowered Committee would comprise the Cabinet Secretary and the Central Vigilance Commissioner.
Similar arrangements may also be made at the State level. In all cases the order granting sanction for prosecution or otherwise shall be issued within two months. In case of refusal, the reasons for refusal should be placed before the respective legislature annually.
» In addition to the penalty in criminal cases, the law should provide that public servants who cause loss to the state or citizens by their corrupt acts should be made liable to make good the loss caused and, in addition, be liable for damages. This could be done by inserting a chapter in the Prevention of Corruption Act.
» A legal provision needs to be introduced fixing a time limit for various stages of trial. This could be done by amendments to the CrPC.
» Steps have to be taken to ensure that judges declared as Special Judges under the provisions of the Prevention of Corruption Act give primary attention to disposal of cases under the Act. Only if there is inadequate work under the Act, should the Special Judges be entrusted with other responsibilities.
» It has to be ensured that the proceedings of courts trying cases under the Prevention of Corruption Act are held on a day-to-day basis, and no deviation is permitted.
» The Supreme Court and the High Courts may lay down guidelines to preclude unwarranted adjourn­ments and avoidable delays.
» The Prevention of Corruption Act should be suitably amended to include in its purview private sector providers of public utility services.
» Non-Governmental agencies, which receive substantial funding, should be covered under the Prevention of Corruption Act. Norms should be laid down that any institution or body that has received more than 50% of its annual operating costs, or a sum equal to or greater than Rs 1 crore during any of the preceding 3 years should be deemed to have obtained 'substantial funding' for that period and purpose of such funding.
The Corrupt Public Servants (Forfeiture of Property) Bill as suggested by the Law Commission should be enacted without further delay. Steps should be taken for immediate implementation of the Benami Transactions (Prohibition) Act, 1988.
(a) Legislation should be enacted immediately to provide protection to whistleblowers on the following lines proposed by the Law Commission:
» Whistleblowers exposing false claims, fraud or corruption should be protected by ensuring confidentiality and anonymity, protection from victimization in career, and other administrative measures to prevent bodily harm and harassment.
The legislation should cover corporate whistleblowers unearthing fraud or serious damage to public interest by willful acts of omission or commission.
A new law on 'Serious Economic Offences' should be enacted.
(b) A Serious Economic Offence may be defined as:
(i) One which involves a sum exceeding Rs 10 crores; or
(ii) Is likely to give rise to widespread public concern; or
(iii) Its investigation and prosecution are likely to require highly specialized knowledge of the financial market or of the behaviour of banks or other financial institutions; or
(iv) Involves significant international dimensions; or
(v) In the investigation of which there is requirement of legal, financial, investment and investigative skills to be brought together; or
(c) A Serious Frauds Office (SFO) should be set up (under the new law), to investigate and prosecute such offences. It should be attached to the Cabinet Secretariat. This office shall have powers to investigate and prosecute all such cases in Special Courts constituted for this purpose. The SFO should be staffed by experts from diverse disciplines.
The Commission, while endorsing the suggestion of the National Commission to Review the Working of the Constitution, recommends that suitable amendments be effected to Article 105(2) of the Constitution to provide that the immunity enjoyed by Members of Parliament does not cover corrupt acts committed by them in connection with their duties in the House or otherwise.
» Article 311 of the Constitution should be repealed.
» Simultaneously, Article 310 of the Constitution should also be repealed.
» Suitable legislation to provide for all necessary terms and conditions of services should be provided under Article 309, to protect the bona fide actions of public servants taken in public interest; this should be made applicable to the States.
» Necessary protection to public servants against arbitrary action should be provided through such legislation under Article 309.
» The Constitution should be amended to provide for a national Ombudsman to be called the Rashtriya Lokayukta. The role and jurisdiction of the Rashtriya Lokayukta should be defined in the Constitution while the composition, mode of appointment and other details can be decided by Parliament through legislation.
» The jurisdiction of Rashtriya Lokayukta should extend to all Ministers of the Union (except the Prime Minister), all state Chief Ministers, all persons holding public office equivalent in rank to a Union Minister, and Members of Parliament. In case the enquiry against a public functionary establishes the involvement of any other public official along with the public functionary, the Rashtriya Lokayukta would have the power to enquire against such public servant(s) also.
» The Prime Minister should be kept out of the jurisdiction of the Rashtriya Lokayukta.
» The Rashtriya Lokayukta should consist of a serving or retired Judge of the Supreme Court as the Chairperson, an eminent jurist as Member and the Central Vigilance Commissioner as the ex-officio Member.
» The Chairperson of the Rashtriya Lokayukta should be selected from a panel of sitting Judges of the Supreme Court who have more than three years of service, by a Committee consisting of the Vice President of India, the Prime Minister, the Leader of the Opposition, the Speaker of the Lok Sabha and the Chief Justice of India.
In case it is not possible to appoint a sitting Judge, the Committee may appoint a retired Supreme Court Judge. The same Committee may select the Member (i.e. an emi­nent jurist) of the Rashtriya Lokayukta.
The Chairperson and Member of the Rashtriya Lokayukta should be appointed for only one term of three years and they should not hold any public office under the government thereafter, the only exception being that they can become the Chief Justice of India, if their services are so required.
» The Rashtriya Lokayukta should also be entrusted with the task of undertaking a national campaign for raising the standards of ethics in public life.
On lokayukta
» The Constitution should be amended to incorporate a provision making it obligatory on the part of State Governments to establish the institution of Lokayukta and stipulate the general principles about its structure, power and functions.
» The Lokayukta should be a multi-member body consisting of a judicial Member in the Chair, an eminent jurist or eminent administrator with impeccable credentials as Member and the head of the State Vigilance Commission {as referred in para 4.4.9(e) below} as ex-officio Member.
» The Chairperson of the Lokayukta should be selected from a panel of retired Supreme Court Judges or retired Chief Justices of High Court, by a Committee consisting of the Chief Minister, Chief Justice of the High Court and the Leader of the Opposition in the Legislative Assembly. Major portion of it is obtained from Apis Dorsata, though the share of apiary honey is increasing every year. Most of the honey produced in India is collected by tribal from forests and hilly areas.

Only 30 per cent of the production is raised through Khadi and Gramodyog and commercial bee keeping. Himachal Pradesh, Maharashtra, Uttar Pradesh are the major producers of honey in the country. Himachal Pradesh is the only state in the country where every year support price is announced for the honey.

Although five varieties of bees (Apis Floria, Melipona spee, Trygona spee, Apis Serona Indica and Apil Dorsata) are found in India most of the honey production comes from the Apis variety. The per bee-hive production of honey amounts to 5 kg which varies from 1.8 to 2.3 kg in south India and from 5.5 to 6.8 kg in north India. By using improved techniques and scientific techniques of apiculture the output may be raised to 50 kg per hive per year.

A major portion of the honey produced in India is used in medicines and only a small quantity j finds a place on the table as a food. There is a great scope for its export to the European countries, the U.S.A. and Japan because Indian honey is cheaper than Brazil and Argentina.

To promote apiculture in rural areas of the country the government has estab­lished training and research centers in different parts of the country. The Ram Krishna Dham center at Almora and Gandhi Ashram center at Haldwani in Uttaranchal are catering to the needs of apiculture in the state. Financial assistance is provided by the Vikaskhand (block) to encourage apiculture on mod­ern lines.

Carrel (1912) first succeeded in growing tissue explants for many cell generations. Since then considerable progress has been made in the techniques of tissue culture. In early days of tissue culturing the technique consisted of explanting small portions of different tissues (preferably embryonic) in a medium consisting of blood serum and chick embryo extract, plus saline solution.
After 1955 first chemically defined culture media became available. For example, Parker’s 199 synthetic medium contains many different metabolites. Some foetal calf surum or horse serum is also added to produce cell growth. Most cells of eukaryotes can be grown with the addition of a small percentage of serum in synthetic media.
Cell cultures are required for the modern work in biochemistry, molecular biology and cell physiology. The most commonly grown cells are bacteria or mammalian tissue cells, although amphibian cells and plant cells are now being used more extensively.
Thus it is now possible to grow cells and tissues outside of the body of organisms and under laboratory conditions with ease. Cell culture benefits the cytologist and pathologist. Variety of tissues from primate group such as bone marrow, skin, spleen, kidney and testis has been studied by tissue culture. A general scheme of tissue culture for cytological study is given here.

Method of tissue culture:

A few tissue pieces are collected from a living subject and placed in a sterile chamber with a physiological saline solution for washing and brief storage. The cells are dissociated from each other by treatment with an enzyme (Trypsin) in a low concentration (about 0.2%) in a buffered solution.
After dissociation of the cells by trypsinization, the cell suspension is centrifuged and suspended in a special medium containing all the nutritional requirements for cell division and maintenance.
The cells suspended in the growth medium are placed in Leighton tubes and incubated at 37°C. A depression in the Leighton tube allows for the introduction of a cover slip, to which cells may adhere. Subcultures are made by taking small samples from the tubes and placing them in other tubes with appropriate medium.
After a suitable time the cell samples are taken growing culture for cytological study. Low concentration colchicine is added to the medium to accumulate metaphases over a period of 12 to 24 hours or less depending upon duration of the division cycle in the particular tissue. After colchicine treatment, cell suspension is treated with hypotonic salt solution, which causes spreading and separation of chromosomes.
Accumulation of larger number of dividing cells can be increased by application of 5-amino uracil or excess thymidine before colchicine treatment. Staining is by Feulgen reaction, acetocarmine or acetoorcein.

1. Explant method:

For growing avian or mammalian cells. A small fragment of tissue is placed on a coverslip and covered with a drop of chick plasma and growth medium. The plasma sets to form a clot. The cover ship is mounted in a cavity slide with the clot attached to the under surface. The space in the cavity provides a source of oxygen and allows for exchange of CO2. The cells grow out from the tissue fragment as a sheet within the plasma clot.

2. Monolayer method:

It is used for preparing large numbers of cells in culture. The chopped tissue is first treated with dilute trypsin for breaking the intercellular cement and thus a suspension of separated cells is produced. Trypsin is then removed by washing in a centrifuge and cell suspension is mixed with culture medium.
The cells settle on the glass, attach to the surface of the vessel and grow to form a monolayer. When culture has covered the glass surface, cells are again treated with trypsin for separation. They can then be used to prepare fresh monolayers.

3. Organ culture method:

It is used to preserve in vivo characteristics of cells and tissues. It is used for fragments of tissue about 1.5 mm size. These fragments are placed on a raft or permeable sheet such as Millipore material as in Trowell method.

2. Growing economic ties between the US and India particularly in the IT industries.

3. The rise of China.

The thickening of the closeness led to the nuclear demand between the Governments of Manmohan Singh and George W Bush. This deal was followed by a number of civil nuclear cooperation between India and other countries.

In case of India’s relation with China, a new power game is underway on which both must seek to be as friendly as possible. This pushes both sides to take diplomatic measures to solve their issues of concern besides their border dispute. China’s encirclement strategy’, in terms of its growing relations with India’s immediate neighbours like Sri Lanka, Nepal, Mayanmar, Bangladesh and Pakistan, is a new concern for India.

The counter these concerns, India are to make efforts to build close relations with Japan, Australia and Singapore. They explain India’s charm offensive in South-East Asia, intended to prevent Chinese domination of the region. India’s relations with European Union (EU) mainly focus on trade and investment relationship. EU is also considered as a strategic partner on several issues, such as reform of the UNSC and the India-US nuclear deal.

India’s relations with countries and institutions clearly reflect as a determined pledge to carve a niche for itself in the New World Order.
